Rail travellers and taxpayers are "customers". When I was younger, and even more naive than I am now, a "customer" had the choice of taking "custom" elsewhere if the standard of service was inadequate. And didn't "custom" involve coming back again and again? Well, I suppose that that aspect survives, even if the choice part does not.
