It is "bad manners" (to say the least!), and shocking OPSEC, to leak the details of the conveniently id carrying UK suicide bomber to the press before the UK authorities deem it to be appropriate.

Advice To Politicians

The words "shock" and "outrage" tend to be overused during times of crisis, especially when you have been telling the public for sometime that such events are highly likely.

Don't shoot down Russian fighter planes engaged in bombing ISIS.
